Ibadan does not change its clocks; times stay on Africa/Lagos all year. How times are calculated
Ibadan is the main city of Oyo State, home to about 3,600,000 people. Ibadan lies 11.1° west of the 15° E meridian that its time zone is based on. The Sun therefore reaches its highest point about 44 minutes after 12:00 on average, around 12:44, and Dhuhr comes later than the clock suggests.
Ibadan lies within the tropics. Around 9 April and 4 September the Sun passes straight overhead at Dhuhr, and upright objects cast almost no shadow at noon. Day length hardly changes in Ibadan, from 11h 42m to 12h 33m through the year, so prayer times move only a little from season to season.
Prayer times shift with longitude: about 4 minutes for every degree east or west. Here is how today's Fajr and Maghrib in nearby places compare with Ibadan, calculated with the same method.

Get Awqatly for Windows (free)Ibadan, the capital of Oyo State, had 2,559,853 residents in the 2006 census according to Wikipedia, which gives an estimate of 3,861,000 for 2025. The principal inhabitants are the Yoruba, with communities from elsewhere in Nigeria including Igbo, Hausa, Edo, Ebira, Igede, Igala and Ibibio. The pages opened give no figure for the share of Muslims; they list both churches and mosques. The Nigeria page notes that Oyo State is among the south-western states with Muslim majorities.
The city dates to 1829 and became a British protectorate in 1893. Islam there is dated to the early 19th century: by 1830 the city is reported to have had many Muslims of Yoruba, Hausa and other origins, brought by trade and by scholars from the north, although how it began is not firmly established. A mosque in central Ibadan is recorded in 1839, with Shaykh Abdullah Igun Olohun as its first imam. Muslim affairs are led by the Chief Imam, chosen on rotation from two lines, the Mogaji (heirs of earlier imams) and the Alfa (scholars). The Imam-in-Council, an eleven-man committee at the Central Mosque of Ibadanland, is the supreme decision-making body. Wikipedia lists 18 chief imams; the 18th, Abdul-Ganiyy AbuBakr Agbotomokekere, has served since 2015, and the page warns that it lacks inline citations. The Ahmadiyya movement inaugurated the Baitur-Raheem Mosque in Ibadan in 2008.
For prayer times, Ibadan lies at 7.4 degrees north and keeps West Africa Time, UTC+1, without daylight saving. On this site's calculation the fast from Fajr to Maghrib in Ibadan lasts about 14 hours on 21 June and 13 hours on 21 December. The day length changes little through the year, so Fajr, Maghrib and Isha move by only a few minutes between seasons. The Nigeria page describes how the Sultan of Sokoto usually announces Ramadan and Eid. The congregation times are set by each mosque.
