Abuja does not change its clocks; times stay on Africa/Lagos all year. How times are calculated
Abuja is the capital, home to about 2,700,000 people. Abuja lies 7.5° west of the 15° E meridian that its time zone is based on. The Sun therefore reaches its highest point about 30 minutes after 12:00 on average, around 12:30, and Dhuhr comes later than the clock suggests.
Abuja lies within the tropics. Around 14 April and 31 August the Sun passes straight overhead at Dhuhr, and upright objects cast almost no shadow at noon. Days in Abuja range from 11h 36m in December to 12h 39m in June, a difference of 1h 3m, and Fajr, Maghrib and Isha shift with them.
Prayer times shift with longitude: about 4 minutes for every degree east or west. Here is how today's Fajr and Maghrib in nearby places compare with Abuja, calculated with the same method.

Get Awqatly for Windows (free)The Nigerian National Mosque stands on Independence Avenue in Abuja, across from the National Christian Centre. Built in 1984 and completed according to one reference in 1985, it has four minarets and two domes, a library, and a conference room that can serve 600 people. It is open to non-Muslims except during the congregational prayers. The national mosque and the national Christian centre face each other across the avenue, in a country whose population is roughly half Muslim.
Abuja lies in the middle of Nigeria, between the mainly Muslim north and the south, and its Muslims come from across the country. Most Nigerian Muslims are Sunni of the Maliki school, with Sufi brotherhoods such as the Qadiriyya and Tijaniyya, the reformist Izala movement, and a Shia minority of about 5% of Muslims. The Sultan of Sokoto, Sa'adu Abubakar, the 20th in the line of the Sokoto Caliphate founded by Usman dan Fodio in 1803, is considered the spiritual leader of Nigeria's Muslims.
For prayer times, Abuja lies at 9.1 degrees north, and Nigeria keeps West Africa Time, UTC+1, with no daylight saving. On this site's calculation the fast from Fajr to Maghrib in Abuja lasts about 14 hours on 21 June and 13 hours on 21 December. The length of the day hardly changes, so Fajr, Maghrib and Isha move by only a few minutes between seasons. This site uses the Muslim World League angles and the Standard Asr time for Nigeria. The start of Ramadan and Eid is generally announced by the Sultan of Sokoto after reports from moon-sighting committees, and congregation times are set by each mosque.
