Rabat does not change its clocks; times stay on Africa/Casablanca all year. How times are calculated
Rabat is the capital, home to about 1,700,000 people. Rabat lies 21.8° west of the 15° E meridian that its time zone is based on. The Sun therefore reaches its highest point about 87 minutes after 12:00 on average, around 13:27, and Dhuhr comes later than the clock suggests.
The Sun never stands straight overhead in Rabat: at Dhuhr it climbs to about 79° above the horizon in June and only 33° in December, so noon shadows are much longer in December. Days in Rabat range from 9h 53m in December to 14h 25m in June, a difference of 4h 32m, and Fajr, Maghrib and Isha shift with them.
Prayer times shift with longitude: about 4 minutes for every degree east or west. Here is how today's Fajr and Maghrib in nearby places compare with Rabat, calculated with the same method.

Get Awqatly for Windows (free)Rabat, the capital of Morocco, had 515,619 residents in the 2024 census according to Wikipedia, which makes it the seventh-largest city in the country, and its metropolitan area had about 2,120,192 people. The sources opened for this page give no figure for the share of Muslims in the city, but the places of worship are described as predominantly mosques, with a few churches including St. Peter's Cathedral and two remaining synagogues. In 1921, according to the same page, 59% of the population were Moroccan Muslims and 10% Moroccan Jews, with French nationals at 21.4%; by 1971 only 3.5% of about 368,000 residents were foreigners.
The city's religious buildings span several dynasties. The Kasbah of the Udayas was built by the Almohad caliph Abd al-Mu'min in 1150 or 1151 on the site of an earlier ribat, and its Old Mosque is said to have been founded in 1150, although its present form mostly dates from an 18th-century restoration. The Hassan Tower is the minaret of a mosque begun by the Almohad caliph Ya'qub al-Mansur in 1191; work stopped when he died in 1199. It stands 44 metres high, and the planned mosque would have measured 183 by 139 metres. In the 1960s the ruins were adapted for the mausoleum of Mohammed V, and a modern mosque beside it was completed in 1971. The As-Sunna Mosque was completed in 1785 under Sultan Muhammad ibn Abdallah. Rabat is also home to the Mohammed VI Institute for the Training of Imams, Morchidines and Morchidates, created in 2014 after training had begun in 2004; a 2019 page from the institute's foundation reports 1,352 students.
For prayer times, Rabat lies at 34 degrees north, on the Atlantic coast. On this site's calculation the fast from Fajr to Maghrib in Rabat lasts about 16 and a half hours on 21 June and 11 and a half hours on 21 December. The Morocco page explains that the country sets its clocks back during Ramadan, so the times shown use the clock in force on each day, and that the Ministry of Habous announces Ramadan and Eid.
