Kuala Lumpur does not change its clocks; times stay on Asia/Kuala_Lumpur all year. How times are calculated
Kuala Lumpur is the capital, home to about 1,500,000 people. Kuala Lumpur lies 18.3° west of the 120° E meridian that its time zone is based on. The Sun therefore reaches its highest point about 73 minutes after 12:00 on average, around 13:13, and Dhuhr comes later than the clock suggests.
Kuala Lumpur lies within the tropics. Around 29 March and 15 September the Sun passes straight overhead at Dhuhr, and upright objects cast almost no shadow at noon. Day length hardly changes in Kuala Lumpur, from 11h 56m to 12h 18m through the year, so prayer times move only a little from season to season.
Prayer times shift with longitude: about 4 minutes for every degree east or west. Here is how today's Fajr and Maghrib in nearby places compare with Kuala Lumpur, calculated with the same method.

Get Awqatly for Windows (free)The National Mosque of Malaysia, Masjid Negara, stands on Jalan Perdana (formerly Jalan Venning) in Kuala Lumpur, in 13 acres of gardens. The first foundation stone was laid on 27 February 1963, and the mosque was completed and opened on 27 August 1965 by the third Yang di-Pertuan Agong, Tuanku Syed Putra of Perlis, at a cost of RM10 million. It has a capacity of 15,000 and a minaret 73 metres high. Its design is unusual: the main roof is a 16-pointed star made of concrete that resembles an open umbrella, and the cap of the minaret resembles a folded one. Nearby is the Makam Pahlawan, the Heroes' Mausoleum, where several Malaysian Muslim leaders are buried.
Kuala Lumpur is the capital of a country where Islam is the religion of the Federation and 63.5% of people were Muslim in the 2020 census. Religious affairs are shared between the federal department, JAKIM, and the religious departments of each state, and Muslim family matters are handled by Sharia courts alongside the civil courts. The Shafi'i school of Sunni jurisprudence is predominant.
JAKIM publishes prayer times by zone, not by city. Every place in the zone shares the same times, worked out at the zone's reference point with JAKIM's small precaution minutes (ihtiyat), so Kuala Lumpur shows the times of its own zone. Kuala Lumpur lies at 3.1 degrees north and Malaysia keeps UTC+8. On this site's calculation the fast from Fajr to Maghrib in Kuala Lumpur lasts about 13 and a half hours on 21 June and 13 hours on 21 December. The start of Ramadan and Eid is announced by the Keeper of the Rulers' Seal using both the sighting of the crescent and calculation, and Malaysia has applied the revised MABIMS criteria since 1 Muharram 1443. Congregation times are set by each mosque.
