Johor Bahru does not change its clocks; times stay on Asia/Kuala_Lumpur all year. How times are calculated
Johor Bahru is the main city of Johor, home to about 860,000 people. Johor Bahru lies 16.2° west of the 120° E meridian that its time zone is based on. The Sun therefore reaches its highest point about 65 minutes after 12:00 on average, around 13:05, and Dhuhr comes later than the clock suggests.
Johor Bahru lies within the tropics. Around 25 March and 20 September the Sun passes straight overhead at Dhuhr, and upright objects cast almost no shadow at noon. Day length hardly changes in Johor Bahru, from 12h 2m to 12h 12m through the year, so prayer times move only a little from season to season.
Prayer times shift with longitude: about 4 minutes for every degree east or west. Here is how today's Fajr and Maghrib in nearby places compare with Johor Bahru, calculated with the same method.

The modern city was developed under Sultan Abu Bakar, who reigned from 1886 to 1895 and renamed the settlement Johor Bahru. The Sultan Abu Bakar State Mosque, the state mosque of Johor, stands on a hill on Jalan Skudai above the Straits of Johor. It was built between 1892 and 1900 to a design by Haji Mohamed Arif bin Punak, supervised by the state engineer Dato' Yahya bin Awalluddin, and it holds 2,000 worshippers. Its Victorian style, with minarets resembling 19th-century British clock towers, reflects the Anglophile taste of Sultan Ibrahim, who ordered it according to the article; the article is inconsistent on whether Abu Bakar or Ibrahim gave the order. The Johor-Singapore Causeway opened in 1923, and many residents of Johor Bahru work in Singapore.
For prayer times, Johor Bahru lies at 1.5 degrees north and uses Malaysian Standard Time (UTC+8) without daylight saving.
