Dhaka does not change its clocks; times stay on Asia/Dhaka all year. How times are calculated
Dhaka is the capital, home to about 10,000,000 people. Dhaka lies almost on the 90° E meridian that its time zone is based on, so the Sun is highest close to 12:00 on the clock, around 11:58 on average. Dhuhr begins just after that moment.
The Sun never stands straight overhead in Dhaka: at Dhuhr it climbs to about 90° above the horizon in June and only 43° in December, so noon shadows are much longer in December. Days in Dhaka range from 10h 40m in December to 13h 36m in June, a difference of 2h 56m, and Fajr, Maghrib and Isha shift with them.
Prayer times shift with longitude: about 4 minutes for every degree east or west. Here is how today's Fajr and Maghrib in nearby places compare with Dhaka, calculated with the same method.

Thariani, and the large cube of the building was modelled on the Kaaba in Mecca, so it has no dome. It holds more than 42,000 worshippers. In 1975 the government entrusted the mosque to the Islamic Foundation Bangladesh, and an extension was built in 2008 with a donation from the Saudi Arabian government. The complex also contains shops, offices, libraries and parking areas.
